AQSIQ stands for "General Administration of Quality Supervision, Inspection ~and Quarantine" in China. Its main function is to safeguard the imported cargos in China, ~and ensure that imported wastes comply with the environmental protection standards ~and other mandatory requirements ~or regulations of China.

By AQSIQ regulations, it is mandatory for foreign enterprises, who export waste material to China, to register with AQSIQ. Waste materials from unregistered enterprises will be denied entry, ~and the requests for inspection ~and quarantine will not be considered.

2. Project Evaluation

When we receive the necessary information, we will start evaluate your case ~and provide you with the most efficient ~and cost effective plan. We will also provide you the cost quotation, Agreement, ~and Agency Authorization Notification Form.

3. Project Initiation

If you agree to the cost ~and have signed/returned the Agreement to us, you will need to pay the cost indicated in the terms of the agreement as well. After we receive the signed agreement ~and the payment from you, we will create a case number ~and an AQSIQ specialist will be assigned to you project.

1         Application Form for Provisional Registration of Overseas Supplier Enterprises of Imported Scrap Materials.

AQSIQ & CCIC

Exporting scrap materials to China is regulated by the government agency General Administration of Quality Supervision, Inspection ~and Quarantine, in short the AQSIQ agency. Exporters are usually required a permit, known as the AQSIQ granted by the AQSIQ agency ~and also a pre-shipment inspection by China Certification & Inspection (Group) Co, in short CCIC.

The AQSIQ agency’s main function is to safeguard the imported cargos in China, ~and ensure that imported wastes comply with the environmental protection standards ~and other mandatory requirements regulations of China.

By AQSIQ regulations, it is mandatory for foreign enterprises, who export waste material to China, to register with AQSIQ. Waste materials from unregistered enterprises will be denied entry, ~and the requests for inspection ~and quarantine will not be considered.

According to the regulations of China on Import ~and Export Commodity Inspection, the AQSIQ has decided to authorize inspection companies to carry out pre-shipment inspection of recycling materials at the loading ports in the exporting country to ensure the management ~and supervision of imported recycling materials, protect the environment in China ~and Chinese citizens’ health, ensure the safety of industrial ~and agricultural production. CCIC Inc. is one of the authorized companies that carry out relevant inspection in most countries.

Notice Regarding Renewal Procedures of <License of Registration for Overseas Supplier Enterprise of Imported Scrap Materials

In order to strengthen the management ~and the supervision of inspection ~and quarantine for imported scrap materials, the General Administration of Quality Supervision, Inspection & Quarantine of the P.R. of China (hereby referred to as “AQSIQ”) had adopted the registration management measures in 2004 for overseas supplier enterprises exporting scrap materials to China.  According to AQSIQ Notice No. 115 (2003), Notice No. 48 (2004) ~and Notice No. 103 (2005), the details regarding the application of renewal of (hereby referred to as “Registration License”) are published as follows:

1)Effectively on July 1, 2007, AQSIQ will start accepting applications from overseas supplier enterprises for the renewal of their “Registration License”.

Registered overseas supplier enterprises shall submit their renewal application to AQSIQ within 3 to 6 months before their “Registration License” expiry.  For those who do not submit their renewal applications in time as required, their registration qualifications will be automatically revoked after their “Registration License” expiry.

2) The following written materials shall be submitted for the renewal application:

a) The complete printed form of as required in AQSIQ Notice No. 103 (2005);

b)Copy of the Company business registration document and/or tax return registration document;

c) Floor plan of the permanent office ~and processing plant with photos (more than 3 photos) and/or related video documents that can display the overall actual view of the places;

d)Copy of the original “Registration License”;

e)General description of the status of exporting scrap materials to China in the last 3 years (including the current year).  The description shall include details such as scrap material types, quantity, weight, passing percentage rate of pre-shipment inspection, passing percentage rate of CIQ inspection at destination ports, major loading port at origin, destination port, other contents such as the reasons for not shipping specific types of scrap materials as registered on the license in a certain year etc.; at least one copy of the (CCIC certificate) and/or for each year for each registered type of scrap materials on the license should also be submitted.
